El driver para las rtl8187 en OpenWrt no soporta el modo AP. Quizás ocurra lo mismo con el rtl8192cu ... 
Has probado a hacerlo al revés ?.
Me refiero a usar en pincho usb como cliente y el wifi interno del router como AP.
